Every unit of work goes to a seat. An agent, a model, a person, a time.
The harness routes within the run. The dispatcher routes between runs and between seats. sleds decides which seat gets the work — before the session starts, at the wall, or when the work needs a hand-off — and every decision carries its reason into the record.

At 90% the seat speaks. At 100% the policy decides.
At 90% on any bar the status line and the cockpit sidebar turn amber and say the exits. At 100% the session is snapshotted and the workspace's policy chooses: hand off, hold until the reset, run overnight at half price, or continue on the platform key within an allowance. The next prompt in Claude Code carries the same choice, one word away. Nothing stops silently, and nobody justifies a token bill after the fact.
To a teammate who owns the area or has headroom, or a buddy on another platform. The snapshot travels with the work, encrypted, expiring in seven days.
Free. The musher on your Mac resumes the session at the binding reset. +2h or an ISO time overrides it.

Jira can put an Agents button on a work item and list Claude, Cursor and Copilot beside its own. What that list cannot say is what the login page will cost on each, whether the seat can take it today, which one finishes this task type in band, or that the right answer is a person. The dispatcher's picker says all four, and one row is a teammate.
The tracker's assignment becomes an input: pick an agent in Jira and the row arrives here priced, gated by the policy, and written back with the band, the worth and the receipt the tracker cannot produce.

The wall line that knows the task.
The estimate says what is left; the seat's bars say where the crossing is. When the two meet inside the horizon, sleds says so before you start: "$6 more; you will cross at 3:40 pm." When a buddy is idle or the batch tier fits, the hand-off is parked before the wall, with the snapshot, and the tracker is told. Upcoming walls on the overview list every forecast in the horizon with the bar named, and "no ask" where there is no key to fund.

Work whose worth keeps until morning runs at half price.
An overnight job is sized first and capped. It runs your own agent headless on the batch tier in the workspace's window. One question at 11 pm used to stall a job until 9 am; the musher works down a ladder so the queue drains, and every decision lands in the PR body with its reason.
